FUNDING FOR COMMUNITY POLICE FORUMSThe CPFs (Community Police Forums) around South Africa need funds to sustain various projects to assist the SAPS (South African Police Service) to combat crime. However, many businesses and corporate companies are reluctant to donate funds without proper control and not receiving any benefits or advantages. When making donations receipts could be issued to the donors (individuals and/or companies) for purposes of tax relief and/or BEE points. Indawo Yosizo is authorized by the SAPS to raise funds from various sources for the CPFs in every part of South Africa. During a monthly board meeting on 11 May, 2010, the board of "Come to the Centre of Help" t/a Indawo Yosizo unanimously gave approval that the company could be the vehicle to channel finances from various sources to the CPF regarding crime prevention. If the constitution of Indawo Yosizo is taken into concideration (see extract below, specifically the secondary objectives) TRANSFORMATION could also be seen in the community(ies) as transforming from UNSAFE COMMUNITY to SAFE COMMUNITY. Below is an extract from the constitution. Please refer to "Memorandum of Association and Constitution" on the page "Documents to Download". Extract from the constitution of "Come to the Centre of Help" Transforming the community at large will also assist in preventing crimes like rape, drug and alcohol abuse that, in most of the cases, lead to women and child abuse. These socio-economical issues are addressed in the main objectives of the constitution and it is so registered on the company registration certificate (CIPRO) issued by the Registrar of Companies. The following issues should be seen as transforming from Unsafe Community to Safe Community and funds will be raised, redistributed and used by the CPFs to contribute to the following areas:
There are many sources of funds available, but there was no proper and orderly way to distribute the funds to CPF level. Corporate institutions, contributing also to Business Against Crime, were uneasy giving money away to the community without any form of control. If the funds are distributed through a registered company like Indawo Yosizo, the donor of the funds could qualify for tax relief and even score points for BEE purposes. Every CPF should be involved with its local police station to compile a CRIME PREVENTION PLAN. From the CRIME PREVENTION PLAN, projects should be identified to combat and eliminate crime according to the points mentioned above.
